Vacuum filters are designed for specific use and for specific machines and therefore there is no general rule as to when to change them.  It also often depends on the extent to which the vacuum is used.  Wherever possible follow the manufacturers filter replacement advice.

It is fairly common these days for a vacuum to have a HEPA filter.  HEPA filtration removes 99.97% of all airborne particulates of 0.3 microns or larger that pass through it.  If you are an allergy or asthma sufferer you will want to ensure timely replacement of the HEPA filter.  Some HEPA filters are washable and several on-line vacuum maintenance sources indicate that these types of filters should be washed at least once every 8 weeks (although time between cleanings will likely be available in your vacuum manual).

As some filters can be cleaned, you may not have to replace them frequently or at all.  You will want to check your vacuum manual and read about the filters used (or compatible) with your machine.  Also remember to unplug your machine when doing any maintenance.
