The Hoover S3765-040 uses Hoover’s patented WindTunnel technology.   Hoover does not go into great detail about how the WindTunnel technology works other than to say their engineers went to great lengths to develop a system that lifts and traps dirt very efficiently without any scattering.  Reviews and ratings on this vacuum seem to vary widely, from good on Amazon to fairly average on Epinions.  [REF Hoover Vacuum Cleaner Reviews 2008]

The Bissell 82H1 seems to be fairly popular and gets good reviews from most consumers. It is also inexpensive (under 100USD) and is purported to be effective on both carpets and bare floors.
