Most vacuum cleaner manufacturers advise changing vacuum cleaner filters often to ensure your vacuum is working optimally and in order to extend its life.  Fresh filters allow for good suction and also help to minimize dust, dirt and allergens in the surrounding air.   Poorly maintained filters may also stress the vacuum motor.

It is common these days for vacuum cleaners to have a HEPA filter.  HEPA filtration removes 99.97% of all airborne particulates of 0.3 microns or larger that pass through it.  If you are an allergy or asthma sufferer you will want to ensure timely replacement of the HEPA filter.

Also, some filters can be cleaned and you may not have to replace them frequently or at all.  You will want to check your vacuum manual and read about the filters recommended for your machine.
